All of this can be done in either lightroom or adobe camera raw. You can get into Adobe Camera Raw by doing ctrl+shift+A in photoshop. Even if you're not working with a raw image.
It's usually best to start off with the basics in the light category, like the overall brightness and contrast. It looks like the highlights were brought down (reducing the white area in the sky) and shadows are brought up (making the trunk a little more well-lit)
