Party size bag of Sour cream/Cheddar Ruffles purchased at a Walmart in California. With a slit cut through both the bag and a patch of red tape found inside the bag. The red tape would have had to have been applied before the bag was sealed and seems meant to ensure that the slit would not destroy the bag entirely while still maintaining a hole in it.
