This game is notable for being the first crossover between Dragon Quest and Super Mario. Apparently the DS on the title stands for the series involved, not the system it is on. It's part of a series of a board-game series created by Yuji Horii (one of the fathers of Dragon Quest) back in 1991, other games in the series feature generic humans or are crossovers between Final Fantasy & Dragon Quest.
About 4 years after the release of the game, a follow-up came out for the Wii known as Itadaki Street Wii, which became the first localized game in the series that became known internationally as Fortune Street or Boom Street.
